Founded in 2016, Elites Care provides individualized home- and community-based services for children and adults with developmental disabilities. We work in partnership with each person, their family, support coordinator, and other members of the support team to deliver services that reflect the individual’s goals, preferences, strengths, culture, and authorized support plan.


Our leadership team brings more than 30 years of combined direct-support and management experience. That experience guides our commitment to dependable service, responsive communication, regulatory compliance, and meaningful outcomes for the people we support.

Our Commitment to Quality

Quality is an organization-wide responsibility at Elites Care. Our dedicated quality assurance team monitors service delivery, reviews documentation and regulatory compliance, follows up on identified concerns, and supports continuous improvement across our programs.

We seek feedback from the individuals we support, families, support coordinators, other members of each person's support team, and our direct support professionals. This collaborative approach helps us recognize what is working, respond to concerns, strengthen staff performance, and improve the overall service experience.

Carefully Selected and Prepared Staff

The quality of our services depends on the people providing them. Before an applicant is hired or assigned to a direct-care position, Elites Care uses a multi-step screening process that includes:

  • Verification of relevant employment history and qualifications.
  • Verification of professional references.
  • Completion of applicable background, registry, exclusion, and credential checks required by the jurisdiction and service.

Staff must also complete required orientation, person-specific training, competency-based training, and ongoing retraining before working independently and throughout their employment. Our expectations extend beyond minimum qualifications. Team members must demonstrate professionalism, reliability, respect, sound judgment, and a genuine commitment to person-centered support.

Where We Serve

Elites Care supports individuals across three jurisdictions:

  • Washington, D.C.

    Services are available throughout all eight wards of the District of Columbia.

  • Virginia

    Services are available in communities across all five DBHDS regions.

  • Pennsylvania

    Services are available throughout the Central, Northeast, Southeast, and Western ODP regions.

Service availability is based on the requested service, authorization, individual support needs, and current staffing capacity.

Our Provider Credentials

Elites Care maintains the provider qualifications and regulatory approvals applicable to the services offered in each jurisdiction:

  • District of Columbia

    Certified through the Department on Disability Services, Developmental Disabilities Administration Provider Certification Review process.

  • Virginia

    Licensed by the Department of Behavioral Health and Developmental Services and currently holding a triennial license.

  • Pennsylvania

    Qualified and enrolled to provide authorized services through the Office of Developmental Programs.
